COMPREHENSIVE DRAFT REPORT ON KOLAR GOLD FIELDS, KOLAR DISTRICT

Memories will reveal that the Bharat Gold Mines, which has been established a century back, was once a vast barren land and after the discoveryof its worth, it has been turned into a valuable and beautiful town. This development has not been attained over-night nor in a couple of years. It has its own histroy where the land of gold developed its identity its value and its might through the uncomparable hard efforts of the working class for years together who were so dare enough to challenge the encountering dangers below the soil while extacting the precious metal to determine the economy of the country.
 
 
Again, it is this land which has invited thousands of hard working enmass from various parts of southern hemisphere of this country, majority belong to Schedule Castes. Besides, hundreds of the workers so migrated from other states of this country have laid their lives down on account of occupational hazards like Rock-burst, Air Blast, sliding-soil etc. The blood-shed and the life sacrifice made by numerous workers of the Gold Mine will ever remain in the history of Indian Working Class. The colour of the precious metal extracted out of blood and sweat of the workers still remain as visible yellow. But, the development of the land and the project remains red in colour on account of blood shed, ofcourse invisible but remains in the history.
 

After the closure of BGML in 2001, the Kolar Gold Fields has been marooned the downtrodden community which occupies 75% of the total population has been made to face social insecurity, much against to the doctrine of the Indian Constitution. Besides, starvation is prevailing in the families of the displaced BGML Employees, over 100 workers have died due to depression and mental agony, 1000’s of workers have been left into the lurch, the employees families have started to eke out their livelihood by undertaking coolie at Bangalore in this connection around 10 to 14 thousand travel to & fro to Bangalore., though closure is effected since 2001 the Government of India is yet to clear the final settlement of the workers.

Either of the Governments have never bothered to look into social evils facing this constituency, the present state of deterioration of the Constituency is not due to the condition of Bharat Gold Mines Ltd that the gold deposits have completely been exploited. It is not because that the workers morality has been changed. It is not because that extraction work has been rsiky. It is only because of the unethical attitude of the management of Bharat Gold Mines Limited which has created open venues for pilferarges and over-heads, existing unmatching ratio of workers and officers, Management’s false and fabricated communications to the Governments to shadow-down its own misdeed,mal-administration and financial instability and the growing harassment on workers through false propoganda.

Kolar gold Field was ones a Golden City of India , know for this deepest Gold mines and the source of yellow metal in the country . The erstwhile British rulers called K G F as “Little England” due to its celebrious climate and a planned Township on the lines of the alien country, When mining activities where at their peak the industries had a workforce of 30,000 i.e. , British established excellent rail road links to the township . Today k g f is turning from a glittering yellow city to blurred and bleak urban center with the closure of the gold mines .

SANITATION

The BGML Township after the closure of BGML has neglected to look into the civic amenities due to which the sanitation, drainage roads and public toilets have been damaged causing lot of problems to the suffering families.

20 Community Toilets Complexes under Nirmal Bharat Abhiyan Scheme, hence the BGML Township comprises of HUTS and not constructed houses.

In the 58 years of Independence the successive Union and State Government have not allowed substantial funds for its development and K.G.F. thus remains stagnant . No growth is taking place hear in any sector .

 
Kolar gold fields is at present witnessing the following socio-economic short coming .
1. Acceleration of the economy of this place is in a static level
2. unemployment both among education & uneducated in both genders are accelerating .
3. Trade & commerce dwindling & migration started moving .
4. In course of time if corrective steps are not resorted the world fame K.G.F. city will be come a ghost town
 
The Centre /State Governments should make a sound policy or location of economic activation and a firm commitment of investment could revive the city and hold its population , employment and its economy . An exclusive authority must be constituted to co-ordinate the Socio-Economic Development with a time bound programme.

In this analogy the proceeding points give the demographic aspects of K.G.F. and potential to revive the economy base . We have raised certain issues to focus the attention of planners , politicians , and entrepreneurs and we have also come out with practical solution to re generate and revive the city. The facts are furnished to generate a social changes and social engineering and the Government for discussion on the given features
 
 
5. The literacy rate in K.G.F. is high compared to the figures . The K.G.F. . figures for literacy at 73.63%
6. The city has got a very good underground water table which is yet to be exploited, a detailed proposal for extraction of 2 TMC of water is pending before the Government of Karnataka.
7. The city is well located to be established as aTrade & Commerce Center with a number of Banks and Commercial houses .
8. Education facilties : K.G.F. city is an important Education Center.

9. Health facilties : BGML hospital : is 112 years old well equipped 240 bedded hospital is now closed down due to the closure of the BGML
 
Government General hospital : 240 bedded hospital , this is also very well equipped and has to cater to nearly 2 lakh population including the surrouinding Villages whereas there is lack of the required Medical & Para Medical Staff
 
BEML Medical Center : with in -patients & out patients faculties which has 86 beds
there were other 8 health units of BGML which has been closed down. two private Nursing Homes and clinics .

The source of the power was from a number & shimsha & shivasamudram has been disconnected after the closure of BGML
 
Demographic pattern of kolar gold fields: K.G.F. is located in Kolar District of Karnataka state . The district as about 5% of States population , rank 10 th (x) in size and 13th in area while class-I town in the country and in the state are growing faster , K.G.F. has registered very slow growth rate of 7.3%.
 

Part II

The fore going paragraph are a continuation of part -I which dealt with the population and rates . In these following paragraph some information which was made available through the concerned department , and from the past & present decades senses .
1. the decline in population started in the decades 1951-61 due to retrenchment , which was a direct results of the fall on gold production .

2. The Dharwar schist from the oldest recognizable members of Archean complex . The schist belt is surrounded by a complex of granites and ignecious rocks , the schist belt runs from north to south for a distance of 64 kms with a maximum width of about 6kms covering an area of 100 sq miles . The famous kolar gold mines are situated in the schist belt .

3. The total mining workers in 1971 was 12,053 and has declined to a bare 3500 in 2001 during its closure. The beml which was started with the main principle of absorbing the retrenched/displaced and jobless locals was established in 1964 that it has not serve the purpose as indicated by the date the 1981 census as classified K.G.F. is decaying town.

a) 75 k.v-25 cycles line from shiva samudhra .
b) 66 k.v -50 cycles line from BESCOM.

10. The city has to connected with the State High Ways, The Railway line from Bangarpet to Marikuppam must be laid Broad Gauge and connected to Bisanatham. Though K.G.F. is not a District Head Quarters it enjoys the District Status in respect of the services of the Executive Engineering (KEB) , District Police & District Surgeon are available to the city .

11. kolar gold mines was a major . This status has disintegrated after the states re-organization in 1956

b. 75% of population belongs to SC’s
c. Community facilties like sports clubs , playground ,stadium, colleges etc. are adequate.

 
THE PRESENT CRISES RIDDEN CITY’S REQUIREMENT ARE
 
Proposals for Industrial Development of K.G.F.
1. Utilisation of Vacant Land and Infrastructural Facilities :
a.
The vacant land to the extent of nearly 6000 to 7000 acres available in the premises of M/s. BGML may be taken over by the State Government i.e., through KIADB and could be developed for setting up of special economic zone for all the 3 categories ( viz., I.T, B.T., Automobile components and General categories) Tourism Centre with a “Golden Safari” Project in the now defunct BGML, General Industrial Area/Estate, Tool Room and Training Centre etc.,
b.
As hard working skilled labourers are left with no Job, the Corporations like Karnataka Handloom Development Corporation, Karnataka Handicrafts Development Corporation, Karnataka Coir Development Corporation, LIDKAR, Powerloom Development Corporation, KILT, may be requested to set up their Training -Cum-Production Centres in the existing vacant plots available with the BGML.
c.
As BEML is not encouraging the local Industries, high level meeting may please be held and BEML may be requested to give priority for encouraging the local Small and Tiny Industries to supply their requirements.
d.
To Declare K.G.F as a Tax Free Industrial Growth Centre to attract with Special package of Incentives and concesions may be offered to New Industries coming up in K.G.F area.
e.
A Centre to impart training under Entreprenuership Development Programme may be set up in order to encourage local people to come forward for setting up of TINY/SSI Industries.
 

SPECIAL LOAN MELA MUST BE ORGANISED BY THE SC/ST DEVELOPMENT CORPORATION, MINORITY & BACKWARD COMMUNITIES DEVELOPMENT CORPORATION FOR ESTABLISHING SELF EMPLOYMENT SCHEMES UPTO A MAXIMUM OF 2 LAKHS.Special funds should be made to allocated by the State/Central Government & the industries thus run should be monitored by the government representatives.

Most Important is a Nodal Authority must be appointed with a Time Bound Programme to implement the Schemes and to follow up the initiatives of State Government for securing Socio-Economic Development of K.G.F.
